The following message is repeated to Admiralty for

information Addressed - C. in C. China, repeated Commodore

Hong Kong, .0.(I) Hong Kong from H. H. S. TENEDOS.

I was unable to land at Hoihow owing to damage

to roads and active guerilla warfare which is now being

suppressed.

After consulting with S.N.O. afloat contact was made

with Consul General ashore who sent his representative to

see me. The representative gave me the assurance that

occupying of area was almost complete and that the question

of opening up of port to trade was now under discussion and

that all foreigners were safe and well.

Harbour is almost empty of shipping and landing

is apparently completed.
